  Former Communities Organized for Public Service (C.O.P.S.) President Andy Sarabia discusses activism in San Antonio during the 70's. The Elmendorf Drainage Project was just a segment in a much larger coordination, led by C.O.P.S. leaders, to get proper drainage on San Antonio's West side. This area of the city is built on a flood plain. The drainage system that is currently found on the West side was approved by city council after C.O.P.S. submitted a counter-budget and had multiple confrontations at public hearings.
