President Andy Sarabia discusses activism in San Antonio during the 70's.The Sacred Heart Villa Apartments are the direct result of the confrontations C.O.P.S. had in the 70's with the San Antonio city council over the dispersment of Community Development Block Grant (CDBG) funds. Members of C.O.P.S. organized a counter budget that they submitted for approval.
